I've investigated the test and found the reason of failure.

The problem was introduced by HARMONY-4914. The patch from this JIRA increases default pool
size of bootstrap and user classloaders in 4 times. Thus VM couldn't create more then ~6300
classloaders because of lack of native memory (2Gb is off). Garbage collection hasn't happened
because GC did trace native memory allocation. Test does force System.gc() after each 10000
iteration.

There are several ways to fix the bug:

1. (workaround) Do force GC after each 1000 classloader creation.
2. Change pool allocation to virtual allocation for classloaders.
2. Trace native memory and run GC then it is needed.
