Either the library (hycharset) should be preloaded during DRLVM startup as it is done for
luni and nio, or search sequence in Runtime.loadLibrary should be corrected to find libraries
in java.library.path.

Further investigation needed to classify the issue - it is either [drlvm][init] or [drlvm][kernel].
