memory leak at oh_allocate_object_handle at object_handles.cpp while EIOffice run

svn = r603631 

While profiling a simple EIOffice application on Harmony using 
BoundsChecker, the tool detected following memory leaks. 

"h" are not disposed correctly while EIOffice startup-shutdown.
The issue also reproduced while HWA run.

Here is stack trace:
