With the fix attached to a subtask HARMONY-4829 the test passes sometimes. However, the crash
with failed assert at jvmti_step.cpp:510 is still reproducible in ~50% of runs.

I also see the assert window raising during the test run indicating assertion failure at dec_base.cpp:98,
but it disappears when the test is complete and the test indicates PASSED status. Probably
this is a failure in the debug agent raising after its job is complete. Need someone from
VM team to have a look.
