I suggest following approach for ThreadGroup.destroy() behavior:

1) Allow  destroying for group with non-started threads, i.e. stick to RI behavior.
2) Allow  destroying for group with subgroup with terminated thread, i.e. follow the spec.

I've submitted a patch to HARMONY-4361. This patch changes destroy1010 functional test to
check described behavior (this means that this test will pass on Harmony and fail on RI).
