Pavel Pervov commented on HARMONY-3574:

Since we usually have only one JVMTI environment in one debugging virtual machine, it is only
worth doing for sake of data locality to introduce "monitor_enter_requested" flag into JVMTI
So, I'd suggest at least to decrease priority of this task or close this task as WONTFIX at

>             Project: Harmony
>          Issue Type: Bug

> Monitor events handling code does not check if the "can_generate_monitor_events" capability
is requested.
> It leads to performance degradation when running with jvmti.
> Typical code is:
> if (ti_is_enabled()) {
>      // do something
> }
> Need to add VM_Global_State::loader_env->TI->get_global_capability(DebugUtilsTI::TI_GC_ENABLE_MONITOR_EVENTS)
as well probaly in ti_is_enabled() function (if it is used only for monitor events).
