I dont' think we should fix java.security.Provider$Service.newInstance(), rather provider
should obtain system properties via doPrivileged() call. I bet we can reproduce this situation
on RI with some 3rd party provider plugged in, so this is not really non-bug difference case.
I suggest we contact bouncy-castle about this, and exclude the test for now. Then we can lower
priority of this issue or close won't fix.
