When I wrote "inserted (before inliner) into the HLO path" I was worried about inliner budget.
If Inliners wasts the whole budget it may be a problem to insert additional nodes for arraycopy
inlining especially in guarded manner (more nodes than for the simple case).

I agree that guarded optimizations work better arfter inliner but we should properly share
the budget between them
