[classlib][swing] swing tests use undocumented property "test.timeout"

As it appears, swing HUT tests use special per-testcase setting "test.timeout". See working_classlib/support/src/test/java/javax/swing/BasicSwingTestCase.java
1) This property should be mentioned in make/properties.xml, the same as it is done with hy.test.timeout;
2) It should have more descriptive name, like [hy.]swing.testcase.timeout;
3) It is desirable to increase it's default value (currently 10 sec), since debug builds tend
to fail intermittently (especially on Win x86_64).
4) Maybe it is possible to use common "hy.test.timeout" instead, either directly or as a fraction
(e.g. divide it by 10)? BTW, they should be equal if forkMode=perTest.
