Suggested patch fixes this issue.
With this patch the whole fat lock table is represented as an array of fixed-size fat lock
tables. When all free cells in previously allocated tables are exceeded, the new table is
allocated and added to this array. Max count of fat locks is equal to bits used in lockword

I've checked this patch on WinXP/IA32,  Win2003/IA32, Linux/IA32, Linux/em64t. All tests are
passed except shutdown.TestInterrupt - but this test hangs for me even without patch.
