I've encountered the problem when using NetBeans 5.5 and 5.5.1 on Windows.

How to reproduce:
- Start NetBeans (on RI).
- Go to Tools menu, click 'Java Platform Manager'.
- Click 'Add Platform...'
- Select (enter) the Harmony deploy/jdk directory.
- Click Next.
- 'Detecting JDK' would run for some time.
- Click Finish.
- 'Cannot locate javadoc command' diagnostic appears.

The problem disapperars if dummy empty javadoc file is created in Harmony deploy/jdk/bin directory.
