Setting max priority for parent group incorrectly affects child group in case parent group
is system thread group.

In the test below max priority of the child group firstly is set to 2 and then max priority
of parent group is changed to 9.
Child group max priority shouldn't be affected by this change because 2<9, but it is if
parent group is system thread group.

Please, consider the following code:

public class priorityTest {

	public static void main(String[] args) {

	    int pri1 = Thread.MIN_PRIORITY+1;
	    int pri2 = Thread.MAX_PRIORITY-1;
		
	    ThreadGroup systemgroup = Thread.currentThread().getThreadGroup();
	    ThreadGroup testgroup = new ThreadGroup("group");
	    try {
	    	testgroup.setMaxPriority(pri1);
	    	System.out.println("testgroup max priority=" + testgroup.getMaxPriority());
	    	systemgroup.setMaxPriority(pri2);

	    }
