Hi, all:
      I will delay to add a testcase for this issue. 
      Since there are two problems existing here:
      1. There is problem to load bcprov provider class.
      2. J9 VM has problem in codeSource.location for loaded class.
      
      If everything is ok, I will append the testcase.
