The problem is caused by a malformed Manifest.mf file in 
    ./atlassian-jira/WEB-INF/lib/csv-20.jar

which has a section containing line with only whitespace.  The RI tolerates this, and Harmony
does not.  I've attached a patch to be compatible, and now JIRA fails to start properly due
to a reference to a Sun internal class.

    java.lang.NoClassDefFoundError: sun.security.action.GetPropertyAction
    at com.atlassian.velocity.VelocityHelper.(VelocityHelper.java:41)
