Since a cause of the problem is that there is no perfect way for the VM to do daemon thread
shutdown, and ultimately it needs to assume that its wait interval is good enough before it
terminates threads, why not apply the approach in 3269...which frees the VM shutdown process
from having to wait for a long time for agent shutdown?
