[classlib][luni] File.canRead() returns false if File cannot be read

                 Key: HARMONY-3960
                 URL: https://issues.apache.org/jira/browse/HARMONY-3960
             Project: Harmony
          Issue Type: Improvement
Components: Classlib, Non-bug differences from RI
         Environment: Windows
            Reporter: Alexei Zakharov
            Priority: Minor

File.canRead() return false currently on Harmony in Windows environment if file cannot be
read due to NTFS security restrictions or some other reason. RI returns true in any case.

>From Javadoc spec for the canRead() method:
"Returns: true if and only if the file specified by this abstract pathname exists and can
be read by the application; false otherwise"

Looks like the Harmony behavior is correct and should not be fixed.
