Alexey Varlamov resolved HARMONY-3961.

    Resolution: Fixed

This issue does not affect x64 as all known x86-64 CPUs support SSE2 (MSVC 64-bit compiler
even complains that /arch option is not recognized).
I measured Jitrino compilation performance with and w/o arch-specific options for cl and gcc
builds, difference is within statistic noise. BTW, no other VM components specify arch compilation
options for building, and Jitrino better be consistent here.
