With this patch BTI framework can decide which tests should be
checked out from its SVN repository and do check them out on 
test suite setup stage.

Also it fixes the usage model of BTI according to the initially proposed.
Now BTI usage includes the following steps:
1. Non-reqursive checkout of BTI:
  $ svn checkout -N ...

2. Install the BTI:
  $ buildtest install

3. Setup test run:
  $ buildtest -Dtest.suites="classlib,drlvm,scimark" setup

4. Provide the values for required parameters and framework local

5 Run the tests:
  $ buildtest run

Note: integration scripts for test suites with test sources placed
under BTI's SVN repository SHOULD include corresponding <svn-update-bt>
statement in their setup targets. For example, see update for
tomcat-scenario integration scripts included in this patch.
