Sorry for mistype. Correct commands to create debug or release HDK build are the following:

  svn checkout https://svn.apache.org/repos/asf/harmony/enhanced/trunk
  cd trunk
  ant -Dhy.cfg=debug

or

  svn checkout https://svn.apache.org/repos/asf/harmony/enhanced/trunk
  cd trunk
  ant -Dhy.cfg=release
