I have one concern.

We have the property 'org.apache.harmony.vm.vmdir' which points to the place where VM is really
located. The value of this property should be added to 'vm.boot.library.path' instead of '<launcher-dir>/default'.
Otherwise, if VM is not located in default directory, we'll have the same problem.
