[classlib[awt] java.awt.Frame.setTitle(String) does not treat null as empty string.

According to spec, java.awt.Frame.setTitle(String) can accept null as argument, "a null value
is treated as an empty string, ""."   But Harmony violate it and return null when getting
the title just set as null.

Test code to re-produce:
        Frame frame = new Frame();        
        frame.setTitle(null);
        assertEquals("", frame.getTitle());
