Re some suggestions:

I guess you might have chosen inappropriate component - we have federated build for such inter-component
stuff, and I don't think we need to incorporate it to drlvm build infrastructure. AFAIK federated
build already does most (or all) of the requested above. 
I may also hint there is handy "test2" target in drlvm build (was announced in dev-list as
an experimental feature to run pre-commit tests) which runs HUT+EHWA+build test in parallel.
Works pretty well for me - probably needs to be documented somewhere else.
