The quality of bc-mapping is poor. There are too many items with ILLEGAL_VALUE bc-offset.

One of the reasons is probably the loosing mc-mapping for inlined method by OPT::inliner.

In this issue I'd like to solve 2 problems:

1) Implement transition of bc-mapping from inlinee to the outer
2) To implement one feature for HARMONY-2145. Currently when an inlined region is being reported
as a part of outer all its locations have ILLEGAL_VALUE bc-offset. It is better to set for
them the bc-offset of the call instruction (of the inlinee).
