The following test from tools module 


includes non-ascii symbols in the source file, which breaks compilation on Linux:

    [javac] 4. ERROR in .../working_jdktools/modules/tools/src/test/java/org/apache/harmony/tests/tools/javah/Test02.java
    [javac]  (at line 49)
    [javac]     native Throwable zzz2_zzz2_�_����(Throwable[] i, Throwable v, char[]
    [javac]                                ^^^^^^
    [javac] Syntax error on tokens, delete these tokens

I excluded compilation of this test in the build script (see HARMONY-3226), so this problem
does not affect running other tests.
After tests is fixed, it can be included back into the tests compilation target.
