The launcher has dependancy on lybhythr.so in which all tls accesses are performed. So, "initial-exec"
will be working as libhythr is not loaded via dlopen.

But the launcher loads vm.so with dlopen. 
I see a potential problem if  HARMONY-3065 be applied. It spreads tls accesses among other
modules which are loaded with dlopen (fo example: vm.so). In this case "initial-exec" may
fail :(

So, we need to discuss both patches once again.
