I'm attaching a second patch that does the following:

-fixes tab and space problems
-includes Javadoc
-allows connection if the SecurityManager is set
-makes sure the pool won't ever have two copies of the same connection
-fixes Alexander's test case (which is included in the patch without the debug output)

I have left in the tests that connect to the internet and have not added more checkConnect
calls for now, pending discussion.
