This is duplicate of HARMONY-2897 and HARMONY-2335.

Sure, HARMONY-2335 is newer then this one, still it has more information, so let's close this one as duplicate of HARMONY-2335.

BTW, the bug was introduced by the following change in 

     <drlvm trunk>/working_vm/vm/vmcore/src/init/vm_properties.cpp

        /*
        *  vm.boot.library.path initialization, the value is the location of VM executable
        * 
        *  2006-09-06 gmj :  there's no reason to ever believe this is true given how the VM can be 
        *  launched in a mariad of ways, so just set to empty string.
        */
        properties.set("vm.boot.library.path", "");

So, the system native libraries are loaded based on java.library.path only  - if it is redefined (by -Djava.library.path=xxx) then the system libraries (which are load through java.lang.System.loadLibrary, like ICUInterface34) are NOT loaded.
