Here is the patch implementting the same algorithm as was for HARMONY-2338 fix, but for UDP
sockets, as it seems like sometimes it's impossible to open UDP socket on the same port immediately
after ServerSocket was created and closed there.

Could somenone from committers apply this patch, please? Thanks!
