JEditorPane inherits isFocusCycleRoot() method from java.awt.Container.

The problem is reproducible for JEditorPane, but is not reproducible for java.awt.Container
and javax.swing.JComponent:

import javax.swing.*;

public class Test {
    public static void main(String args[]) throws Exception {
        System.out.println(new JComponent() {}.isFocusCycleRoot());
    }
}

So it looks like RI implementation of JEditorPane adds some special handling for isFocusCycleRoot()
that Harmony does not.

I'm giving this up hoping someone confident in Swing would look into it.
