Ok, the bug cause is that System.loadLibrary does not search system native libraries (like
ICUInterface34) in the directory where these libraries are located (let's call it <boot.library.path>).
If user does not specify -Djava.library.path, the "default" value of this property contains
<boot.library.path>, so DRLVM works fine.

Originally this path was specified by vm.boot.library.path property which is referenced from
java/lang/Runtime#loadLibrary0 method. Now this property belongs to vm properties pool (is
not visible for java code) and it is set to empty string "" - does not work.

There are set of possible resolutions of this issue. The chosen one seems to be the simplest
and most correct based on other VMs behaviour. DRLVM has already sun.boot.library.path property
set in java pool for compatibility with external JDWP agents. I've moved vm.boot.library.path
property definition to java pool also and set it to same value as sun.boot.library.path has.
