Here is the testcase:

public void test() throws Exception {
        Inflater inflater = new Inflater();
        inflater.setInput(new byte[] { -1 });
        byte[] b = new byte[1024];
        try {
            inflater.inflate(b);
            fail("should throw DataFormatException");
        } catch (DataFormatException e) {
            // expected
        } finally {
            inflater.end();
        }
    }

RI passes.
Harmony fails.
