According to the spacification method must return BigInteger indicating the valid/invalid
pixels.
Harmony returns null. 
Test case to reproduce:

import junit.framework.TestCase;
import junit.textui.TestRunner;

public class test extends TestCase {

    public static void main(String args[]) {
        TestRunner.run(test.class);
    }

    public void testRun() {
        int bits = 1;
        int array_size = 1;
        byte cmap[] = new byte[] { 1, 1, 1 };
        int offs = 0;
        boolean hasalpha = false;

        IndexColorModel s = new IndexColorModel(bits,
                array_size,
                cmap,
                offs,
                hasalpha);

        assertNotNull(s.getValidPixels());
    }
}
