When javax.accessibility.AccessibleRelationSet object is created via
AccessibleRelationSet() constructor protected field == empty Vector array 
while relations == null on RI.
The same problem arises for AccessibleStateSet.states field.

Test to reproduce the problem:

import junit.framework.TestCase;
import javax.accessibility.*;
import java.util.*;

public class ConstructorsTest extends TestCase {     

    static class testAccessibleRelationSet extends AccessibleRelationSet   {
        
        Vector relations;    
        
        testAccessibleRelationSet()  {
            super();
            relations= super.relations; 
        }           
    }

    static class testAccessibleStateSet extends AccessibleStateSet  {
     
        Vector states;    
    
        testAccessibleStateSet()  {
            super();
            states= super.states; 
        } 
    }
       
    public void test1 () {    
        testAccessibleRelationSet obj= new testAccessibleRelationSet();
        assertNull(obj.relations);
    }
       
    public void test2 () {  
        testAccessibleStateSet obj= new testAccessibleStateSet();          
        assertNull(obj.states);
    }
}
