Use the following code to reproduce:

import java.awt.Color;

import javax.swing.JFrame;
import javax.swing.plaf.basic.BasicArrowButton;

public class Test {
    public static void main(String[] args) {
        JFrame frame = new JFrame();
        frame.setDefaultCloseOperation(JFrame.DISPOSE_ON_CLOSE);
        Color c = Color.BLACK;
        
        frame.add(new BasicArrowButton(BasicArrowButton.NORTH, c, Color.WHITE, Color.WHITE,
Color.RED));
        frame.pack();
        frame.setVisible(true);
    }
}

Note that on RI one can see RED frame along the left and top sides of the button
on Harmony one can see the frame of default -- WHITE color
