The issue is an implementation of DataDumpRequest[1] JVMTI event. 

If an agent enables DataDumpRequest event, the VM creates a TI event thread. This thread is
mainly sleeping on wait. When CTRL+Break (Windows) or CTRL+\ (Unix) exceptions is occurred
the VM sends notify to the event thread. The thread wakes up and sends DataDumpRequest event
to the agent, after falls to sleep again. The event thread is terminated if DataDumpRequest
event is fully disabled.
