Err.. uce&dce shuffling again.
Seems that uce/dce should not normally appear in the top-level optimizer path, these are rather
auxiliary cleaning transformations and should be performed as post- (or pre-) conditions to
related optimizations. 
Ok, this is normal quickfix for now, the redesign deserves special JIRA.
