For new files, you need to perform an ADD operation. In Subclipse, this is often just a default
operation when a new files is created in Eclipse. For TortoiseSVN or other clients, you need
to perform an explicit ADD. From the command line it's just "svn add XXXX". Once added, the
file will show up in the diffs. Also, once added, you can perform all other normal operations,
like move and copy, on the working copy and the diffs should work themselves out.
