After a few iterative runs I gained statictics on actual wait timing in ThreadTest and ObjectTest.
The tests may wait up to 2.5% less than expected. Since this does not contradict to spec for
wait() ,sleep() and join() I think we can correct the time of waiting.

The updated patch contains the following:

ThreadTest:

1) The time of waiting in some tests corrected.

2) The patch for ThreadTest.testYield() from HARMONY-2343 so that it is applied here.

3) Code clean up: redundant waiting for a thread is alive after start removed. The Thread.start()
implementation guarantees that isAlive status of a thread is set. 
testIsAlive() has been added to verify this. Some tests have been fixed so they wait for a
thread's run() method actual start.

ObjectTest:

The time of waiting in waitLongInt () decreased by 2.5%.

Iterative runs of tests did not show failures for hundreds of runs.
