Jitrino OPT does not throw  NegativeArraySizeException as expected when we try to create multidimentional
array with the first dimension is 0, the second dimension is negative. 

This bug is not reproducible with Jitrino JET and interpreter.

Please, compile the following test example and run it with "-Xem:opt" switch to reproduce
the failure:

public class test {

    public static void main(String [] args) {
        try {
            int arr [] [] = new int [0] [-1];
            System.out.println("FAILED");
        } catch (NegativeArraySizeException e) {
            System.out.println("PASSED");
        }
    }
}
-------------------------------

Sample output is:
...
F:\work>java -Dvm.assert_dialog=false -Xem:opt test
FAILED
...
