 According to J2SE API specifications of javax.management.MBeanPermission, constructor javax.management.MBeanPermission("string","string")
 throws IllegalArgumentException - if the name or actions is invalid. Harmony implementation
does not throw IAE, while RI does.


Test for reproducing:   

import junit.framework.TestCase;
import javax.management.MBeanPermission;

public class Test extends TestCase {       
    public void testMBeanPermission_String_String() {
        try {
            new MBeanPermission("string", "string");
            fail("IllegalArgumentException should be thrown");
        } catch ( IllegalArgumentException e) {
