I did some more refactoring - moved all of the logic for dealing w/ classpaths to one place,
the boot classloader.  I'm not thrilled with that, because I still think this should be done
elsewhere indep of the boot classloader, but for now, it's the first place that luni is loaded
and thus the property o.a.h.... is set.  Maybe we should just invoke directly earlier in init
cycle and get this done ahead of time.  Doesn't really belong in the bootloader, IMO.

Anyway, I'll do some more testing to be sure it's not too broken, and check it in, and we
can build / fix from there.
