I have checked the new version of the website. this looks fine! I suggest that we close the issue, provided we agree on the following: 
- changes to individual pages should be made to ensure unique L&F for the site; for example, margins for similar text on different pages can be different just because different tags are used for markup. 
Changes for markup unification can be tracked in JIRA 1443, https://issues.apache.org/jira/browse/HARMONY-1443 
- another enhancement to the site: remove the border reproduced by using images. reasoning: see the License page! the image-based dark-grey border is only used for preformatted text, whereas this element already has a border defined in css - light-grey solid border and background coloring. 

I could vote for implementing both suggestions. Let me know what you think.
