Robert, patch applied at revision r450726, thanks a lot for this enhancement, I used the HashSet
instead of ArrayList to contain the locale name, while the Locale array is kept, so that the
duplicated locale name can be excluded before Locale instance creation, please verify the
problem is fully resolved as you expected.
