I think we probably do want a user properties file, but I'm not convinced we want to share
with other projects so I'd call it $(user.home)/harmony.properties.

Why would you not just make proxy.use have values of true and false then use that property
directly rather than mapping it to yet another property useproxy?  For instance, wouldn't
people expect to be able to write "proxy.use=true" in that file just as in any other ant properties
