The patch fixes a bug in interpreter for getting local float variable.

The rest is the beginning of implementation of SingleStep for JIT. I've used jvmti_SingleStepLocation
function for next bytecode prediction in HARMONY-1455. It is needed only for JIT, interpreter
doesn't need any prediction because it just executes bytecodes one by one.

Yes SingleStep doesn't work for JIT yet. There are lots of problems with its implementation
and I am going to submit more JIRAs in this direction.
