Since the current implementation of BigInteger is sign-magnitude, the implementation of two-complement
related methods (e.g. bitwise logical operators, bitLength) often create intermediate data
(two-complement copies of arguments and results).  This is costly in space and time.

The present optimization avoids creating that intermediate data.
