I think "svn move" should matter in *all* cases since we are trying to be careful about where
things come from.  In this case they both come from JIRAs you created (IIRC) *but* with "svn
move" they'd appear to originate from a bulk contribution and without "svn move" they might
appear to be part of your individual work within the project.  We should try to use "svn move"
where possible to avoid this potential ambiguity.  Perhaps this is something else to add to
the guidelines.
