[classlib][security] compatibility: SecureRandom(new byte[20]).next(-15) throws NegativeArraySizeException
on RI and returns 0 on Harmony

The harmony method java.security.SecureRandom(new byte[20]).next(-15) returns '0' while RI
throws NegativeArraySizeException.
But for SecureRandom(new byte[20]).next(-14) both implementations returns 0 so it may be marked
as 'non-bug diff'.
