java.util.GregorianCalendar.getLeastMaximum() method does not return
correct value. The expected return value is 50400000, but on harmony, the
return value is 43200000.

The following test case gives a hint.
public void test_getLeastMaximum() {
        GregorianCalendar gc;
        for (String id : TimeZone.getAvailableIDs()) {
            gc = new GregorianCalendar(TimeZone.getTimeZone(id));
            assertEquals(50400000, gc.getLeastMaximum(Calendar.ZONE_OFFSET));
        }
}

Test case passes on RI
          fails  on Harmony

I will attach a patch to fix it soon
