If the languageCode and countryCode of the locale both equal "" and the
variantCode does not equal "", method java.util.Locale.toString() should return
"". But Harmony returns wrong value.

The following test case gives a hint.
    public void test_Locale_toString() {
        Locale var = new Locale("", "", "var");
        assertEquals("", var.toString());

This test case will pass on RI, but will fail on Harmony. 

I will attach a patch to fix this problem soon.
